if I put an asterisk in an announcement on the chat, then it means to watch the caps and long-messaging. i am only doing this so that i don't have to say the same thing over and over again, you know? thank you for understanding.

Cause saying "stop with caps" was so difficult. This may confuse users, we have to understand that we have to be clear with our warnings. People may not know what it means when you put a * into the announcement, while they'll definitely understand when we say "stop the caps" or "a bit spammy there" just pointing out that it has worked and we can't exactly avoid users using caps since it is addicting to do and for some hard to notice they're even doing it.

True, but this could help in a way. If a user has no idea what * means, just link them to this thread. But meh.
